Tooltip text that appears above the Footer when the user pauses the mouse pointer over the Footer.
If you do not want to display a Footer, you can do so by setting the <Has Footer> style property to "No, Do not show Footer".
Netscape 4.x limitation:
Netscape 4.x cannot show a tooltip when the <Cursor> subproperty of the <Has Footer> property is set to "default" value. It only shows a tooltip when <Cursor> is set to "hand" (or to any other cursor, as it will be automatically displayed as "hand" due to another Netscape 4.x limitation on displaying cursors other than the "default" or the "hand" ones).
