Initial Email Subject: Changing positioning from "relative" to "fixed"

I am trying to change the position of my menu from "relative" to "fixed". On my test page I have a header set with "fixed" position so that long pages will scroll underneath it. I would also like to have the menu stay in place while the page scrolls.
I cannot, for the life of me, find the file that contains the css code to accomplish this. What file do I want to edit?

Dear Bruce,
What you want is to set the “menu floats on scroll” property:
This will make sure that your menu never moves a pixel from its original positioning, and everything else will scroll beneath it.
