Hello,
I notice on some computers the dropdown menu is under the flash rotating image that I have on the website.

Hello,

Indeed in Internet Explorer your menu goes behind the flash scroller.

This happens because the flash applet ignores the z-index ordering. To resolve this problem, you need to add the ?wmode=transparent? parameter into your flash applet, so that it respects the z-index order.

Please have a look here for more details and examples:

flash object and z-index property
