Thanks for your help.  I purchased the new software and it seemed to solve the problem.  The menu now appears in my website. 
However, there is a problem that I have been unable to solve.  I can navigate through all the pages except when I return to the home page.  When I do that, it can't find the home page.   I have recompiled and I have insured that the shared bottom border is selected for all pages in Frontpage 2000.

Can you offer any help?

Hello Bob,

First, thank you for updating your software's license.

The problem happens because you have a wrong link in your "Home" menu item.

In order to correct that you need to go to your menu project, select the "Home" menu item and go to Link property. There you need to have the correct link.

After you have done the change, you need to re-compile your menu project and re-upload all the produced files.
