I have seen that the scroll bars are not active in modal windows when site loaded on an iPad
Is it correct?

Dear Roland,
Actually you have a choice between having scrollbars that work, having scrollbars that do not work, or not having scrollbars at all:
Whatever you choose should work in all browsers, including Safari on iPad.
