Every time I start AllWebMenus Pro I get a message that it is looking for ClipClear.msi to complete installation. I can't find such a file on my Windows 7 system.

Hello Dennis,
Please, uninstall AllWebMenus and clean your registry.
Then, re-install AllWebMenus Pro. Run the installation as an Administrator (right click on the file -> Run as Administrator).
Please, let me know how that worked for you.
Thank you.
Kind Regards,
Aris
